United Renewable Energy (URE) is a leading provider of solar installations for the Department of Defense. URE is licensed in multiple states and can act as either the prime contractor or as the subcontractor for solar projects.
We start the evaluation of military bids in our estimating department conducting feasibility studies of prospective solar installations. Our professional estimating team can turn around a bid in as little as one day.
During the estimation phase our design team evaluates all elements of the project to identify areas that need additional review. URE can give a general contractor or military installation an assessment of potential issues with appropriate solutions, long before construction begins.
In many cases, as part of our turn-key services, we are hired as a design/build EPC contractor. We initiate and create the pv design, submit for engineering review and PE stamps, procure all material, and act as the prime contractor for the specific DoD installation. When construction is complete, we proceed with the interconnection, initiate the commissioning, and finally handover the solar project to the defense department with training and manuals, including specification sheets, all drawings, and even the serial numbers of the associated products.
All of our projects can include materials that are “Buy American” or “ARRA” compliant, complete with associated certificates. We are well versed in Davis-Bacon reporting; URE understands and pays prevailing wages. All of our employees are E-verified and we are a certified Drug Free Workplace.

The solar installation crews are managed by URE employees. Each crew member will be OSHA 10 or 30 certified. Every morning before starting a DoD project, installation crews participate in safety briefings and are monitored by a safety manager throughout the day.
The solar project has a QA/QC manager who conducts random inspections of the project. These QA/QC inspections will occur again at the project’s completion and during follow up maintenance.
URE can work within Energy Savings Performance Contracts (ESPCs) and has relationships Energy Service Companies (ESCOs) that can facilitate Indefinite Delivery / Indefinite Quantity contracts (IDIQ) . We work closely with local utilities, know who has area wide contracts (AWC) and can develop solar projects for those utilities utilizing a Utility Energy Service Contract (UESC) as the procurement vehicle. URE also has extensive experience with Power Purchase Agreements (PPAs). We know exactly which states allow PPAs and how to structure them for a DoD contract.
